I was wanting to know what is the rule when your are a G.2 that does not have a contractor # and a friend wants you to do some work for them.  Like clean their furnace or install a new gas line for a fireplace.

As long as you're not running a business and selling or leasing anything, I believe you can do the work without having TSSA Contractor Registration.  You may want to ask the TSSA though.  Their website seems to suggest otherwise,

QuoteUnder current fuels safety legislation, anyone who installs, repairs, services, removes or maintains an appliance or equipment used in the handling or use of a fuel-burning appliance or equipment must be registered as a contractor.

Ontario Regulation 212/01 defines a contractor as the following,

Quote"contractor" means a person who carries on, in whole or in part, the business of installing, removing, repairing, altering or servicing appliances, and includes a person or an agent of the person who agrees to install, remove, repair, alter or service appliances sold or leased by the person;

Section 21 says,

Quote21.  (1)  No person shall act as a contractor unless the person is registered for the purpose.  O. Reg. 212/01, s. 21 (1).

Your friend could agree do the work himself, with a little help from you.  I don't believe in your case, helping a friend would fall under the definition of being a contractor.

Sections 6 of O. Reg 212/01 says,

Quote6.  (1)  No person shall install, alter, purge, activate, repair, service or remove any appliance, equipment or other thing employed or to be employed in the handling or use of gas unless the person is the holder of a certificate for that purpose.  O. Reg. 212/01, s. 6 (1).

(3)  Subsection (1) does not apply to prevent a person without the appropriate certificate from undertaking any of the activities mentioned in that subsection in the presence of the holder of the certificate.  O. Reg. 212/01, s. 6 (3).

Section 55 of O. Reg 215/01 says,

Quote55.  (1)  A person is exempt from subsection 3 (1) with respect to the following activities:

1. Installing or servicing an appliance in a detached dwelling that is owned and occupied by the person but the person shall not activate a newly installed appliance until a person who is the holder of an appropriate certificate referred to in subsection 3 (1) determines that the appliance and its installation comply with the requirements of Ontario Regulation 212/01 (Gaseous Fuels) and Ontario Regulation 213/01 (Fuel Oil).

2. Installing, activating or servicing a portable appliance for his or her own personal use provided that the appliance does not serve the public.
