I need help. I am selling my home and agree to get the vent pipes reviewed by an HVAC technician as part of the sale. The technician visited and said the following: the black pipe going up is illegal and must redone (arguing it has to also change completely inside the house to get it to code with new pipe). I am referring to the black pipe going up and then ends right after crossing the fence ( this was like when I purchase the home likely because there use to be a shed in this area
Would anybody indicate if
1. What is illegal about it
2. Does the whole thing need to change

We would have to refer to the appliance installation manual for approved vent termination configurations. The intake pipe usually has to be extended with the exhaust pipe. The vent pipe should also be insulated.
The latest TSSA Advisory FS-101-07-R1 (http://www.hvactechgroup.com/article.php/20140407164037691) allows an older ABS vent to be modified with 636 components, but I don't think we can add ABS to a 636 vent system.

The appliance is a Lennox Furnace G26Q3 - 75 - 6. This is a input/output 75000BTUH / 70000 BTUH.
The user manual indicates exhaust pipe diameter should be 2 inches, intake pipe diameter should be 2 inches
In the picture attached, Furnace intake is the first on the left and the exhaust is the second one with the extension going up and through the fence. The third pipe (color black) is from the water heater that has been moved elsewhere when I replace the water heater. Furnace Intake/exhaust are both coming out of the wall as 2.5 inch white pipes. They are 3 inches separate from each other.
The technician complained about the furnace exhaust going up and then through the fence (again in my mind this was in place by previous owner to account for shed on the way). This one has a reducer to go from 2.5 inches to 2 inches. The technician indicated "I need to change the whole thing, I can not touch it"
1. Can he not cut that tube on the white part (remove the black part) and finish it off? Based on the new regulation. Can I not cut out that part?
2. Based on old vs. new code. Is it true that black pipe is bad but white is good (this is there are no bad white pipes)?
My basement is finished so I am trying to avoid major impact due to unnecessary work.
I called the technician and he said that existing white pipe is not 636 and therefore he can not touch the white pipe either. So according to him it doesnt matter if it is white. He can not touch it.
He said he is certified with TSSA but have not received any note that he can make modifications on black pipe.
You're existing venting is probably standard PVC. The new Code requires 636 PVC venting. Your existing venting should not have to be replaced until the furnace is replaced or the existing venting cracks, separates or becomes deformed.

I would follow Figure 9 and eliminate all the ABS. Reducing the exhaust vent from 2.5' to 2' is okay but it would have to extend at least 8" past the intake elbow.
Well you definitely got your 12" clearance from the ground. I would ditch all the black abs and add to the smaller diameter pipe with the same pvc with a coupling, to get your 12" minimum clearance from the intake and call it a day. I believe the downsize with the reducer was to increase velocity at the last moment to keep mixing to a minimum.
