What should the motor windings resistance values (ohms) on a Carrier ECM 1HP Blower Motor model number number?

Doesn't matter. You take the control module off the back of the motor. Unclip the connector. The motor left is just a 3 phase motor. You're looking for fairly equal resistance values across the 3 windings of the motor and no resistance to ground. Ideally you would use a megger to be more specific. You could also take a look inside the ECM for a blown varistor.
