How / where should this be capped off when going back to electric (there is a shutoff )

There is a small shut off valve where the flex line ends ( it's actually in the next cabinet)
1. Does a small pipe/ cap have to be added when the yellow flex line is removed ?
2.Can the flex line stay ?
3. Is a "dead leg ok on the system like this ?
It's hard to tell but if that's two gas connecters connected together it's probably against code that they are passing through the cabinet.

1. If I remove the flex hose can I cap the silver flare connection is that allowed ? The silver connection is connected to black pipe
2. If I cap after the shutoff is there a rule of how long the pipe should or should be
I think a flex connector should only be used when there is an appliance to connect it to.
Any length nipple would be approved.
Does it matter pipe dope or thread tape ??
Either as long as they have CAN/ULC-S642 certification.
