ESA inspectors, along with their technical team have decided to enforce more stringent rules on our low voltage wiring:
To summarize, ALL installs moving forward:
1. Low voltage wiring (AC, HRV, HUM, thermostat etc) is to be supported at the same intervals as high voltage with approved methods like approved cable straps, staples, hangers etc. Tape is not an approved support. If using zip ties, they are to be rated for "support" and also UV when used outdoors.
2. Low voltage wiring outdoors must be ran inside liquid tight, including a liquid tight fitting at the condenser. You cannot run the low voltage inside the same conduit as the high voltage.
Below are the rules/sections being used by ESA and their final decision. A Notice of Deficiency which contains a "Postponement" requires no repair. This is a notice telling us that they will start enforcing soon. If the Notice of Deficiency shows as "Open", repairs will need to be made by you and signed off for us to send back to ESA.

It's strange because the scope of Rule 12 clearly says Class 2 circuits are exempt, which is what our 24V low voltage wiring is.
Quote"In all cases, a proper connector is required to maintain the 3R enclosure. Either it will be a liquid tight conduit with connector or approved cable with outdoor rated/ strain relief connector. Inspectors throughout the region have been advised to issue postponements for old permits and moving forward we will be looking closer at these items."
