With this system does the blower and pump always run on low speed, then increase to high speed when it heats?

When you notice there is a problem and the unit is running on low speed, is it still heating?

It could be a faulty board or sensor.

no it is off then when it calls for heating it just stays in low for ever since this problem it hasnt been able to meet heating deman so it just stays running forever i have read that this board did come with a surge protector  in the board since it carrys 120 and 24v power outtage may have scrambled the board?

I would first verify you have the proper gas pressure and manifold pressure.  If the unit isn't firing at it's rated input it's possible the heat sensor won't activate the high speed pump and blower.
Coleman furnaces with the one upshot burner always seem to get plugged up by spider webs, which cause the same symptoms you're experiencing.

It's also possible you have a faulty board.
