Clause 6.12.2 - 1" Unthreaded Pipe Inspection Rejections

I have been rejected many times for not having 1" of unthreaded pipe outside the wall on my supply pipe.

6.12.2 - An unthreaded portion of a piping outlet shall extend at least 1 in (25 mm) through either a finished ceiling or a finished wall, and at least 2 in (50 mm) through a floor.

Gas piping can be concealed after our pressure test, as per Clauses 6.7.1 and 6.22.5.  Should the builder choose to build a wall outside of the house and conceal the supply gas piping in question, he could do so.  The fact the supply pipe does not have 1" of unthreaded pipe exposed, would then be irrelevant.  The intent of Clause 6.12.2 is so that a wrench can be used to hold a piping outlet while a gas connector is installed or removed.  You would have to refer back to the 1970 gas code for the definition of a gas piping outlet.  This is why Enbridge changed their stance and no longer requires 1" of unthreaded pipe on a supply pipe entering a house.  I'm hoping the propane inspectors will follow suit.

I'm not sure why this Clause has been misinterpreted but the TSSA says,

We have concluded that clause 6.12.2 applies to piping outlets only and not supply piping (note: Section 6.12 - title reads "Piping Outlets").
