Exterior Ductwork Insulation

I've never encountered a need to do this until recent.

So ductwork on the rooftops gets insulated. This tar like substance that is coating the ductwork normally. What is it exactly? Is it just sheer roofing tar that gets spread about over the insulation, or is it something ductwork specific?
