Heil condenser fan not blowing

I have a Heil heat pump and the fan on the condenser is not spinning.I hear sound as if something is trying to kick it on but nothing ever happens. I took a long drill bit and tried to spin the blades and for a brief second I thought it was coming on, but it only buzzed when I did this.I'm thinking it's the fan motor,but wanted to be sure before ordering one.thanx for any and all help.

It's possible the capacitor has failed.  You will have to change it with the new fan motor, so I would start there and see if the motor starts.
