Update On Code Adoption Documents (CADS) 2020

It looks like the B149-20 Codes could be adopted sooner than I thought, on January 2021.

TSSA is in the process of adopting the National Code though Code Adoption Documents (CADs). This will mean one standardized approach and process across TSSA. This will align Ontario with other provinces and will minimize Ontario only amendments. This will also lead to effective participation on national code committees and a more responsive implementation timeline.

They also want our feedback regarding the B149.2-20 Propane CAD Amendments.

TSSA invites you to provide feedback on its publication of code adoption document (CAD) amendments for propane storage and handling. The Propane CAD is adopted by reference in in O. Reg 211/01. The CAD adopts a series of national safety codes into regulation. This CAD was last updated and published in April 10th, 2017 version (Ref No. FS-224-17).

The opportunity to provide feedback will be open for 30 days. One month after that, the CAD will be published and in effect within 60 days of publication.

If you click the link, https://engagetssa.org/propane-cad-posting, there's a questionnaire at the bottom of the page.  So far it looks like they have only released the proposed CAD for the B149.2-20 Propane Code.  I'm more interested to see what their CAD says for the B149.1-20 Natural Gas Code.

I have downloaded the B149.1-20, B149.2-20 and the B149 2020 Handbook.  So far I do see any major changes to our Code.

Updated requirements for air-supply dampers, louvres, and grilles (Clauses 8.5.4 and 8.5.6).

Updated requirements for cylinder storage (Clauses 9.4.3 and 9.4.4).

Updated requirements for residential fuelling appliances (RFAs) and vehicle fueling appliances (VFAs) used for natural gas without storage (Clauses 10.1.1, 10.1.2, and 10.1.3).

Added new Annex J for acceptance criteria for visual inspection of welds.

Added new Annex K for pressure regulators and overpressure protection devices.

Added new Annex L for recommended requirements for automatic safety shut-off valves and automatic vent valves installed on gas turbines having capacities greater than 12.5 MMBtu/h (3.66 MW) and inlet pressures greater than 150 PSI.

Added new Annex M requirements for the operation of appliances at shows, exhibitions, or other similar events.

Added new Annex N for generators, compressors/pressure boosters, engines, and turbines.

There is no Clause 1.52 as noted in their changes.

I suggested they amend Clause 8.10.14.

Some manufacturers allow the venting to be run in unconditioned spaces without insulation, so Clause 8.10.14 should be worded to reflect that.

The word "insulated" should be replaced with "installed".

CURRENT - Clause 8.10.14 - A special venting system shall neither pass through an unheated space nor be installed outdoors unless INSULATED in accordance with the appliance and/or vent manufacturer’s instructions.

REVISE TO - Clause 8.10.14 - A special venting system shall neither pass through an unheated space nor be installed outdoors unless INSTALLED in accordance with the appliance and/or vent manufacturer’s instructions.

You can download the proposed amendments above for B149.1 Code.  I didn't save a copy of the B149.2 Proposed Amendments and they pulled it off their site.

The TSSA page says it becomes effective March 30, 2021 or sooner but they haven't published the B149.1-20 CAD yet.  We should see the final CAD revision around January 30.

It looks like the Propane B149.2-20 will come first and become effective Feb 23, 2021 or sooner.  We should see the final CAD revision any day now.
