HVAC Help .. 2 Options

Hi all, looking for a 3rd party opinion. We have 2 options we can choose from to appease our Building Examiner. Our Architect highly recommends Option 2. However, our construction team and their HVAC contractor recommends Option 1. Really confused about which option to chose. Please help as we need to make a decision today. Thanks sooo much!!

Option 1:
1. New furnace in basement

2. New duct work from basement to second floor

3. New horizontal duct works in attic space

4. New ERV in basement

Advantage: cost less to purchase
Disadvantage: more construction work and lose space on ground floor/second floor

Option 2:
1. New VRF system for second floor

2. New outdoor unit on ground

3. Refrigerant pipes along exterior wall

4. Indoor units in each room (above ceiling)

5. ERV units in attic

Advantage: cost more to purchase
Disadvantage: easy install + no need to take out space on ground & second floor.
