Question about mixing heat pump and Electric baseboard .

Hello guys, I'm rebuilding my house after a fire. I asked the contractor to install a central system heatpump combined with a natural gas furnace but he also want to add electric baseboards in the basements.
I don't like the idea because eletric board are less efficents than the heatpump and they take space.
But i guess it's cheaper for him?
What do you guys think?

Electric baseboards are sometimes required when ductwork is not possible. 

Is this a slab on grade?

Yes, it's a slab on grade. My old house we had the registers in the ceiling. But  I'm going to demolish the house and rebuild on the same foundation.

With slab on grade using electric baseboard is pretty common where I live.  Unless you frame out the walls to accommodate low wall supply's.  Or maybe consider a boiler to do both how water and infloor heating in the basement section.

Are you getting rebates for installing the heat pump?  It will likely be cheaper to heat with natural gas so that may be a bit of an overkill.  Although they do want to take us of fossil fuel sooner than later.
