VanEE 90 H motor not spinning

It cycles and I get 120V at the motor plug on the black and orange wire on the plug.
I spin the motor both ways and it will not start.
I jumped the motor from the motor plug with power to orange and white to black on the motor plug and spun the motor and nothing.
I'm guessing it is the motor and not the capacitor, since I spun it.
Any other ideas before I order a motor.
I only see one motor GE 5kcp84dfk143P  it says fuse unit 122  115 degrees C 2A b-1 in 7.5mfd 370vac   0210g3404
