Venmar EVO5 HELP

I installed a new Venmar EVO5 700 HRV. This was bought off of a marketplace add. New in the box not opened. Issue I have is that the unit does not seem to properly complete the boot sequence. I can hear the dampers open and close then a pause. Then the cycle restarts. This goes on for 8-10 cycles then the status light goes to a single flash every 3-5 seconds. There are no errors on the wall unit and I cannot get it to run. I tested the thermistor and capacitor. Looking for some guidance.
