im trying to get familiar with actuators used on dampers and economizer. how do i go about verifying if the actuator motor works. any tips or info would be grealty appreciated

Buzz out the motor, then check is seized. IF both check out, then check the relay the actuator connects to.

How do I buzz out the motor? The ones I'm seeing mostly are 24 v a.c. with a 2 to 10 v dc signal ? I'm unclear as to how to test the motor itself? So I can confirm that the motor works and rule out boards and sensors. I don't want to just change parts .

On many Belimo actuators there is a little black disk that looks kind of like a button. It is actually a directional switch for the default position of the motor when powered. If you switch it (turn left or right til click or stop, be gentle) and the motor has 24V applied it should start going in the other direction. This will allow you to verify the mechanics of the actuator.
Just make sure you note the initial position before you switch this, and set it back to normal when done.
It may want to do a full stroke once you switch it though so in some cases you might want to make sure the unit fan is off when you do it.
