What is the scope of the 313D license when it comes to wiring. Is it from the disconnect to condenser, Or does the license enable a full new install from installing breaker onwards?

You're allowed to go into the panel with a 313D for your wiring and breaker installation requirements related to your air conditioner only.
Unlike a G2, or G1, we cannot even change a simple 15a breaker. We're only allowed re-connecting an existing wire, or going back to a junction box/switch with a new wire.
Not entirely sure if you absolutely require an electrical permit. I believe you do just to try and keep ESA off your back. Assuming you're good at doing the wiring, and give them nothing to complain about when/if they come and inspect.

I'm all for not being allowed to do other trades' work. But it's a little ridiculous for us hvac guys with having only limited amounts of the tin we can change without a sheet metal license, then the limited wiring we can do without being an electrician. Then the limited amount of plumbing connections we can do on a water heater if any decent changes need to be made to make them longer.

What company is going to organize about 5 or 6 different trades to come in and do a furnace/ac and water heater install? How many guys want to show up at different locations for 45 minutes at a time to perform a tiny scope of work in "their trade?"

What hvac guys wants to spend over a decade piling up different trade certificates when there's only going to one area he'll truly be working in?

Ontario Regulation 75/05 was revoked and replaced with the Ontario College of Trades and Apprenticeship Act.

You can download the OCOT Apprenticeship Training Standard Residential Air Conditioning Systems Mechanic – Branch 2 - Here

It seems to be worded the same as O. Reg 75/05.  Section 3(1) says we can install the system, which would include all wiring.

Quote3. (1) The performance of any of the following functions constitutes work that is part of the certified trade:
2. Install and start up the system and verify the operation and function of the system.

Section 3(3) limits a 313D to wiring a single phase 240V system up to 5 tons in size.

Quote(3) A person who holds a certificate of qualification as a residential air conditioning systems mechanic, and any other person authorized under the Act to work as a residential air conditioning systems mechanic, may perform the functions described in subsection (I) only with respect to residential air conditioning systems that meet the following requirements:
1. The system shall be installed as an independent unit in a residential family dwelling.
2. The system shall operate at no more than 240 volts single-phase power with a maximum branch circuit capacity of 60 amps, a maximum cooling capacity of 60,000 British thermal units per hour and a saturated suction temperature above 2 degrees Celsius (35 degrees Fahrenheit) in the cooling cycle.

An ESA permit would be required anytime you install an air conditioner.  You should look at joining the ESA Authorized Contractor Program as you will pay much less for a permit.
