313d oversea challenge

Hello all,

I am looking to challenge the 313d license with the hours I've worked in Canada + hours that I have worked oversea in another country.
I contacted the college of trades and was told that I will be needing a letter of hours from the oversea company, but what I don't understand is how can they prove that's valid?

And the finally question is, after I get the hours from both companies, where do I send the letter for approval and to have the test written?
