Condo Heat Pump/Fan Coil Preventive Maintenance

I'm curious as to the preventive maintenance done on condominiums with heat pumps or fan coils. I've noticed that a lot of the times the techs are simply vacuuming, replacing the filter and pouring water down the drain pans and little else. Do the maintenance techs need to be licensed to perform this work on the units? If not, don't the owners or someone superseding the techs have to have their Refrigeration license for this work to be done? I was under the impression that the in-suite maintenance work included more than simply vacuuming and such.

My other question was: I do believe that the onus would fall on the home owner if service was to be refused (and the heat pump/fan coil needed repairs for example), but is it mandatory for building management to acquire the services of an HVAC company to do preventive maintenance in the first place?

Probably the right forum.
As far as maintenance on condo fan coils and heat pumps, probably don't need much maintenance except keep them clean and oil the motor if you can.
I think in house maintenance can be done with out a license but contractors would need an air conditioning license for heat pumps anyway. Don't think anything for fan coils but I could be wrong.
Building management can do want they want as far as maintenance. In house or contractor.
Where the onus lands if access to unit is not available is between management/ resident / contractor.
Condo boards make the decisions and they are made up of owners.
