This is unbelievable!

Unless they determined this person had some exact copy of the exam that they were providing? Maybe somebody that recorded it without having been caught? They're a little too vague with this one.

This is what the OCOT says they used to fine the person.  I still don't understand how they could have got caught.  And this is exactly what any training provider does.  Very strange!

(a)  if the person assists another person taking the examination by knowingly conveying or disclosing to that person, directly or indirectly, any information respecting the contents of the examination. [emphasis added]
