Where does the shut off for an emergency generator go, on the inside or the outside of the building?

7.2.3 Emergency use generators

7.2.3.1
Piping or tubing serving a generator that provides power for safety purposes shall be independent of any other gas supply to the building and shall be provided with a manual valve identified with a permanent sign. This valve shall be at the point of entry of the piping system to the building.

7.2.3.2
When a gas supply to a generator is required for safety purposes, the supply of gas to the generator shall be arranged such that the gas supply to the piping serving other appliance can be shut off without interrupting the gas supply to the generator. The valve used for this purpose shall be at the point of entry of the piping system to the building.

That's pretty much it that the B149 has on emergency generators.

So point of entry would be indoors or outdoors?

If the piping is going into the building the valve must be located at the entry to the building. Wherever that would be (at the meter, further down the branch line - right at entry)

I don't think there is a requirement that the pipe must enter the building before going to the generator.  This clause I believe is specifying that if it does enter the building to have a valve.

More importantly is arranging your piping so that it is independent of the rest of the piping
and that all of the other equipment can be shut off from the gas supply while leaving the generator on.

Right at the tee where the dedicated line goes to the emergency generator I'd place and label the valve for that branch line (if it does not enter the building).  Then another valve @ the final drop for the generator itself.
