Charges: Part III Provincial Offences Act summons for an offence under the Ontario College of Trades and Apprenticeship Act, 2009, sec. 4 – employing or otherwise engaging individual to engage in compulsory trade without a Certificate of Qualification (three counts).

Summary: On January 11, 2017, Ontario College of Trades inspectors met with Pickering homeowners to follow up with regards to compulsory trade work performed in their home between October 20 and November 11, 2016. The inspectors determined that one individual employed or engaged by Ontario Corporation 2539172 o/a Highland Construction & Management did install and connect electrical fixtures, lay out and install wiring in a main floor family room, in the basement and upstairs washroom; install and connect a toilet and piping for the supply of water; and perform sheet metal work while he did not hold a Certificate of Qualification or a Statement of Membership in any of the compulsory trades of residential (low rise) sheet metal installer (308R), electrician – domestic and rural (309C) and plumber (306A) that is not suspended, and while he was not an apprentice in any trade working pursuant to a registered training agreement that is not suspended.

On August 23, 2017 Ontario Corporation 2539172 o/a Highland Construction & Management was convicted of the charges in a Whitby court and ordered to pay a fine of $3,000 plus a $375 victim fine surcharge. In addition, the court issued a one-year probation order for the corporation.
