Condo hvac clarification !?!?

So there's 2 types of systems a all in one furnace/ac and a heat pump style that sits about ure window ??

The heat pump that sits above ure window does not and cold ? And uses fresh air from outside ??

A friend has a dedicated furnace/ac in his condo why when the thermostat is placed in off position the blower does shurs off but air is still felt coming out ? Does that mean the condo is recirculation everyone's dirty air into each condo ?
