Combustion and ventilation air

Came accross the house 2400 sq ft in area includes basement,,how can it determine that it require the combustion air from the outside?so this house has 2 separate apartment,one is upper floor and another is basement.basmet unit would has the separate entrance .the furnace is high efficiency 80000 btuh and power vent water heater 40000 btuh.there is no communication of air between the two apartments.also the house was 25 years old.basemt area would be 800 sq ft.

Clause 8.1.2 seems to imply you're fine.

Assuming it's not all insulated air tight with vapor barrier or in an enclosure where it can't correctly communicate with natural air leakage from the rest of the basement area.
