Rooftop secured to structure?

(1) Where the building is in a location where the spectral response acceleration, Sa(0.2), is greater than 0.55, heating and air-conditioning equipment with fuel or power connections shall be secured to the structure to resist overturning and displacement.

New build small strip mall... building inspector wont sign off, rooftops not secured to structure, wants screws/lags through rails into the curb. see attached pdf

Anyone run across this?  A/C's on brackets in house sure, but a rooftop unit ???

Jobs in Carp, so technically Ottawa, I know we're at Sa(0.2) .66 above the .55, just never imagined it would apply to a rooftop unit.

Yes, they are right although not using much common sense.

Just an unnecessary penetration imho.  And i can envision what will happen when its changed.
