Heating/cooling condo unit - water pipes

Hello All,

The condo unit i bought has a custom built unit that does heating and cooling.
Heat is done thru fan pushing air thru a hot water "radiator".

A couple of days ago the cooling unit stopped working - the compressor does not kick-in.
I found a loose wire in the unit that is connected to a sensor on the hot water pipe.
I was wondering if it is possible that because this hot water sensor is not connected it can cause the compressor to not turn on ?  I don't quite see how the heating and cooling can be related other than they use the same fan to push the air.

I was able to test the relay that is connected to the compressor and it does work when the temperature setting is demanding to cool down the condo and it stops when the desired temperature is reached.... so the "cooling" electronics of it all seem to be working - except for the compressor not starting.  Any ideas welcomed. thanks, Dan
