Cost effective HVAC design

Hi all, I am a first time condo developer and I am reviewing the HVAC system designed by the mechanical firm, and would like to know if you have any suggestions as to what I should look for to see if the design is suitable for my building?

The same HVAC design company has designed a system in the past that was overly designed and very expensive when a simpler one would have been sufficient.
