Outside Unit Not Working

When I turn on my a/c, the outside unit does not kick on. It is not frozen and the breakers are fine, but there's not even noise coming from the compressor. I've cleaned everything outside - the area around the unit, the internal contacts - and nothing works. The run capacitor is reading within its proper microfarad range. I do see the contactor magnetizing and making contact, but my meter is reading 244 at input and 00.2 at output. Should I replace the contactor, or could it be something else ?
Keep in mind, I'm in South Texas, and with the windows open, it's 90+ degrees inside.

Well the contactor coil may be getting its 24V, but if something like an earwig died underneath the contactor paddle, it could interfere with the 240V going to the motor and compressor.
