Does 313a supersede 313D? 
For becoming a residential air conditioner installer....do you have to have the 313d or does 313a supersede it?

The trade of refrigeration and air conditioning mechanic is designated as a certified trade for the purposes of the Act and shall consist of the following two branches:
1.  Refrigeration and air conditioning systems mechanic.
2.  Residential air conditioning systems mechanic. 

The 313A is the refrigeration and air conditioning systems mechanic license, and the 313D is the residential air conditioning systems mechanic license.

If you do get the 313A license, you're required to get the TSSA Certificate of Authorization for Refrigeration / Air Conditioning Contractors. 

Commencing July 1, 2006, Contractors installing, repairing or altering refrigeration or air conditioning piping systems are required to have a TSSA Certificate of Authorization.

The TSSA Certificate of Authorization program establishes minimum quality control program requirements that Contractors must comply with when installing, repairing or altering refrigeration or air conditioning piping systems.

Who Does this effect ?

Contractors:

Installing field erected (split) refrigeration systems over 3 tons capacity
Repairing or altering refrigeration systems over 3 tons capacity
Installing field erected (split) air conditioning systems over 5 tons capacity
Repairing or altering air conditioning systems over 5 tons capacity

Owner / Users of refrigeration systems are responsible for ensuring that the Contractors they employ to perform the work described above have a valid TSSA Certificate of Authorization.

Owner / Users of refrigeration systems that perform the work described above "in-house" are also required to have a valid TSSA Certificate of Authorization.

How to obtain a TSSA Certificate of Authorization

1. The Contractor shall submit an application form, deposit fee and a Quality Control Manual to TSSA.
2. The Contractor shall demonstrate the implementation of Quality Control Systems to TSSA during the audit.
3. Upon successful demonstration of the Quality Control Program, TSSA will issue a Certificate of Authorization to the Company.
